I must admit I don't consider the audience surfing on dumb-phones when I build mobile websites, and I assume 320 doesn't either. I test my mobile designs on as many real life devices I can find, including test handsets in retailers displays, but I do limit my audience to iOS, android, BlackBerry OS and Windows Phone users.

I prefer a "one size fits all" approach, using media queries to make sure my website works no matter what viewport your throw at it.
320andup is a good starting point at least.
Have you analyzed your designs on cellular phones that are not smart phones? Or do you something specific for those?
