If your target group is likely to use very old machines, yes. What
does it matter how minor percentage of "all web users" doesn't use IE6
if some large enough percentage of your target group still does?
A better approach IMHO is to support IE only by giving it and other
browsers good markup and a simplified CSS look, rather than a full on
design like for more modern browsers. That's justifiable I think.
